VRoid for 3D- it's like Gacha but better.
Live2D for 2D.

VRoid is pretty much a character creator. You click what you want and you draw the textures.
Live2d is a rigging software where you take a cut-up character image and set it up so you can use it like a puppet.

Vroid by far. Live2D requires a ton more drawing and manual labour.
