Sorry, nope. Original UTAU is a windows-only program, with an offshoot called UTAU-Synth that's only for desktop MacOS.
OpenUTAU uses a UI that is technically, possibly, capable of running on android, but so much work would need to be done to make it compatible that no-one has actually attempted to build it (yet, at least).
There are some simple sample-based synthesizers and I think maybe one or two of those are vocal-focused, but Russian would be difficult to both make and use.
The idea situation for Russian is that you would want to get a desktop computer or reasonably powerful laptop (just not chromeOS) of some kind so you can run Diffsinger on LunAI's version of OpenUtau (their AI singers are russian compatible, and sound very nice).
