Hiragana Deletion and settings.ini Absence

Hi. I have gotten UTAU and set my locale to Japan. I can type Hiragana perfectly in anything other than UTAU.

But in UTAU, it turns to mere question marks. Also, when I download a bank, the samples are complete jumbled up carp. Any new ones I download and any old ones I have. Is there any way to fix this?

For the settings.ini... It is just not in my UTAU folder. I had UTAUColors generate one, then replaced with the colors I wanted. Then I made a copy of it so I had one named "setting.ini" and one called "settings.ini" in my Programs (86) UTAU folder. Then I done the same with my AppLocal UTAU folder. Is there any fix for this?

Sorry if this is redundant, but if you haven't fixed this yet...
1) Did you make sure to re-download the latest version of UTAU after changing your locale? (That's v0.4.18e by the way)
2) Did you make sure to change your actual locale and not just your Keyboard?

.ini's are generated files, I don't think it being not there is a problem. I don't have one in my UTAU folder.

Yes! The reason it wouldn't have worked is because certain files become corrupted when you don't have Japanese locale on, and they won't be fixed unless you re-download. It's no problem, I hope that can fix the issues.

Sorry for the delay.
Firstly, are you entirely sure your locale is in Japanese and not just your keyboard? You should have had to restart if you changed both.
If you go to Control Panel>Region and Language>Formats>Additional settings, is your decimal Symbol a "." or a ","?

Also, is the installer in Japanese? Are you running UTAU as admin? And finally, what version of windows are you running?

Sorry we couldn't fix it first go, but if you would bear with me we might still be able to figure out what's going wrong!

Anyway, looking into the future, if that doesn't work, than it is set to a period, the Japanese installer only crashes, I am always an admin and I already have tried it like that, and Windows 8 bootcamped from OSX 10. Thank you so much for taking your time to help me not be a derp~!

I changed the system locale and everything, but I still can't find the setting.ini file. Is there any other way to fix it?
