How do I change my utf-8 based reclist to ANSI for Windows users? (SOLVED)

I'm a Mac user. The last problem I had, someone attempted to use my WIP voicebank to search for anything wrong- and the .WAV files in the zip were corrupted because the reclist was in UTF-8, not ANSI. I don't know if this will affect the usage of my VB, and I really want to be able to fix it, they mentioned fixing it on TextEdit, too. I have 2 questions.

1. What is a reclist/where can I find it? (Just to make sure I'm on the right track.)

2. How do I convert said file into ANSI through TextEdit/anything else?

I don't think you need to do anything special on Mac, since everything is already safely in unicode. The windows user should take care not to unzip the voicebank with the default utility, and should either
1. Install by dragging the zip file directly into OpenUtau (or using tools > install singer) to preview and fix the encoding
2. Or, unzip the voicebank manually using a third party utility like 7zip.
