well, if my mind don't fails me, oliver was voiced by an ordinary person that was an UTAU person (i guess?) so, I think that yes, you can. (sorry if i just messed up something, i am sleepy) xD

what i meant is, we ordinary people who's working individually make a Vocaloid. Just like the one named Zimi from the song "Reboot".

In the beginning a Vocaloid studio will have to approach Yamaha and acquire a license to produce a Vocaloid.

So step 1 is to be a studio company and negotiate with Yamaha.
