Issues with Defoko's romaji version?

Hello! I recently downloaded Uta/Defoko's romaji version, since I can't change locale. I have issues using her, though...
1. Her voicebank wasn't aliased, each file was simply renamed.
2. It doesn't appear to be creditable. The files are terribly recorded - Maybe it's just quiet, but I'm not sure due to the vocal spikes she has. Her file also included a fake icon (in fact, several) but the UTAU icon was still there. (I did change it to something else, though.)
3. She has no real oto.ini, all of the spaces that would be otherwise filled with numbers in the Voicebank Settings menu are blank.
4. When it runs the command prompt, it comes up with errors stating that "resampler.exe has encountered an error and needs to close". It comes up with several of these, and every time I press cancel, the prompt continues.

Is there anything I can do to fix her? I can't alias myself because whenever I try to alias other Utaloids, it doesn't register. I am sure to set the romaji alias properly, I type it in and press Set, but it never sings the notes I put in.

why can't you change your locale.

if your locale isn't japanese you pretty much can't use utau.
at all.

I can't change it because,
1. It isn't my computer, and
2. It didn't come with Asian languages programmed into it, and my family no longer owns the set-up disk for such.
I have a Windows XP Home edition. I have access to a Windows 7 Japanese-enabled computer at school, but I can't run command prompts since the administrator blocked them.

UTAU runs perfectly fine without a Japanese locale, it's just the hirigana Utaloids I have.
