Making a resampler?

Well as everyone knows there are allot of resamplers, but how do you actually go about making them? I'm not saying i'm going to make one, it would just be cool to see how they work.

Maybe you could ask the person who made the PLUTO resampler? I think they're an overseas user so you won't have trouble understanding them.
