Moresampler Base Oto question

Can Moresampler generate a base oto for any language or is it limited to japanese? (Because I am trying to make a Filipino Voicebank and I don't know if it can generate a base oto for it)

Moresampler's OTO generator only supports Japanese and ARPAsing-formatted English voicebanks.
