Hi!! I wanted to see if my UTAU works on any computers other than mine. Most other voices work perfectly find on my computer, but my own in particular plays no sound at all. I'm confused if I'm missing something. If anyone could help that would be great!!

From my testing, there's three problems with your oto.ini file:
1. Your oto file has an extra .ini extension, meaning that it doesn't get recognised as an oto file.
2. Your oto file is encoded in UTF-8, not Shift-JIS, meaning that OG UTAU can't read the aliases properly (if you care about that).
3. Your actual configuration seems to be populated with default values that cover the wrong part of the samples. This results in the output being room noise and breaths.

Ohhhh ok!! Thank you so much, I'll try to fix it when I can. Heres what I thought about those-
1. I was dumb and didn't realize that I had it repeating due to the way my files are shown on my computer.
2. I genuinely didn't even know that was a thing- do you think you could help me with that?
3. I was basically just copying and pasting the otos from the reclist I used. I'm assuming I held the notes for too long?
Sorry is this was dumb- I've only been doing utau off and on recently cos I've been focusing on other stuff. But thank you so so much for the help!! ^^

RE: point 2, I'm not quite sure how to change the encoding outside of Notepad++. Unless you're cool with installing new software, I can't give tech support on that, sorry.
To be honest, if you only need it to work on OpenUTAU, I'd say don't worry about it. As long as you give OU the right encoding settings during set-up, it can read the oto.ini just fine.

RE: point 3, you actually started late. It was consistent, so I'm guessing you've got audio delay.
The configs are easy, if tedious, to fix if you have SetParam or Vlabeler. Just drag the preutterance (red line) to the end of the consonants.

If your computer's locale is set to Japanese, you can also change the encoding of a text file (including the oto) to Shift-JIS in Windows Notepad by going to File > Save As and selecting "ANSI" from the "Encoding" dropdown menu, but as Delphic said this shouldn't cause problems working in OU since you can set the encoding per voicebank via the Singer settings.

Also, you can batch edit the offset values of the base oto using VLabeler (or manually using Find+Replace in a text editor) to account for the delay before the utterance starts. Depending on how long it is, you can increase each offset by however many milliseconds is needed to get it to line up better and save time for when you go to edit the oto.
