Need help installing and using this voicebank

So I'm pretty experienced using UTAU so I usually don't have issues installing voicebanks, but this one is really confusing me. The symbols are all over the place, OpenUTAU doesn't work with it, I can't for the life of me figure out what is happening. Maybe the voicebank is just set up wrong, maybe there's something weird with my locale (I've run into similar problems with other UTAU made in Korea, but I've usually been able to fix it with the encoding feature in OpenUTAU) or maybe I'm just being a bit silly. Please help

The voicebank and oto is in hangul while the KO-VCV phonemizer is romanized- I think that's the issue. It doesn't look like it's an issue with the VB itself. However, I don't know much about Korean UTAU, so I'm probably wrong.
