I've seen this program, RVC AI VOICE, pop up around the UTAU community recently and I wanna know what's the deal with it and why it's so popular in UTAU

It's helpful for UTAU owners that cannot get access to the voice provider of their UTAU (for whatever reason) but still want to make new voicebanks for the UTAU.

Or that is my theory and how I would use it... If it's another thing I have no clue. At all.
