scroll bars disappeared

dead_byte created a thread and solved this problem by deleting the windows updates but it still doesn't working for me. could there be any other reasons?​

I'm not sure how to solve it, but I do know that if you hold Shift and scroll, you can scroll horizonally without using the bar.

Based on this post in another forum, scroll bars should be working again with an even more recent Windows update.
