If this is your own voicebank, you can improve the tone of longer notes by recording longer samples. This will give the resampler more to work with, so that it's not stretching out a tiny amount of sound across a much longer timespan.

You can also try using a looping resampler, such as tn_fnds or Moresampler. Rather than stretching the audio, it will loop back and forth to extend the length of the audio. Looping resamplers are particularly useful for noisier vocal styles, such as whispering or screaming.

As Kiyoteru said, resamplers has the capability of stretching or looping a note's sound depending on the one you're using. With "looping" resamplers they will make everything that is outside the blue and pink part of your note and loop it when the sound comes to the end.

Stretching ones will take this same area mentioned above and stretch it to sound longer. If it's your utau I recommend you to record it aagin, but longer. In audacity exist a time mark at a bar above your recorded "wav." files. My first utau was recorded with each sample hitting the number 2 of this bar and he sounded really well.

Here, Neet has a vb that was recorded with 2-3 seconds long samples. Check the thread where I talked with him and check his profile to download his vb, maybe it will help you:
