TIPS isn't working!

I've reinstalled it, reinitialized .FRQ maps, I've restarted UTAU, and still it makes no sound! Can anyone help me? Please?!

Um, I installed the pack, and it didn't do anything...Is there a certain place I should install it?

I also downloaded the DLL file separately and put it in the UTAU folder where TIPS is. It didn't work. Is there anything else I can do?
