Utau is not working

I've uninstalled and reinstalled Utau many times, and done various steps to try and get it to work. The program will run, but the problem is it doesn't recognize any voice banks, even the default one that comes with it. I'm very confused, and I have no idea how to fix it, because I don't even know what the specific problem is. Has anybody else had this problem before? And do you know how to fix it? I can't tell if it's just installing incorrectly, or something I have to fix once it's already installed. There are no videos or anything on this topic I can find.

Also a lot of the text is still gibberish despite the fact I changed the language to Japanese. Is that the problem? I'm just so confused at this point.

Please help, I just wanted to make Teto covers T-T

well... oto aliases. If you write lyrics in romaji, you need to convert them to hiragana. You also need to set your locale to japanese. I can explain how, or you can look at the guide on how to install UTAU in english on windows 10 (works for windows 11 too?)
Once you've set your locale to Japanese, uninstall and reinstall the program. To tune, you need either OpenUTAU (other program) or a specific plugin, which i will talk about later.
If there's problems, come to me (oh also you can set your language to english in UTAU and OpenUTAU)
