UTAU Won't Work on Windows 8

Alright so, I have wanted an UTAU since middle school. I'm coming up on my final year of high school and finally have all the tech I need to make one.

Or so I thought. :-_-:

For some reason UTAU won't load up voicebanks on my computer. I have Windows 8. And I've watched a bunch of other tutorials and read this and that but nothing is loading my UTAU. I've tried two different methods of getting my UTAU open, but once I go to the sound list to pick the sound I want my UTAU to sing, the list is empty. Hell I can't even select Uta, the voicebank that comes with UTAU.

I'm using the English version.

THANK YOU SO MUCH I really didn't want to change my locale out of fear that it might mess with some other programs I have but ugh I don't even care any more thank you so much aseegdfgvszrhbvde

no problem :P Just make sure to download UTAU after you change your locale.
