I'm going to assume by VCV you mean VCCV.
It all depends on what you have the time for.
- VCCV: Standard, but it takes a long time and tends to sound somewhat robotic.
- ARPAsing: Also standard, but there's a quality stigma and it's notably hard to oto.
- DELTA: There's a ton of different Delta reclist with varying lengths and it's a good middle ground between VCCV and ARPAsing, but there's very little information on it in the English-speaking side of the fanbase.

Easiest: ARPAsing
Smoothest: VCCV
Shortest: DELTA 7

My personal favorite is DELTA and the oto count on List 7 is actually quite small, but it's repetitive to record. DELTA and X-SAMPA English are the same thing, but a lot of people when they say the latter are talking about a customized version of the DELTA reclist with added extras.

Okay!
