why cant i download the newest utau program ?

i have an older version of utau and my computer is set to japanese local but i cant download the newest utau ....;A; i dont know why i downloaded the installer and it always closes me out so i cant install the new utau

uninstall the old copy of UTAU first

No, uninstall. To uninstall a program on Windows Vista/7 and probably 8 (I'm assuming you have one of those) go to Start > Control Panel > Uninstall a Program. And from there find UTAU and uninstall it.

i did uninstall it but i when i want to install the new utau i get an error that makes me close it ;A;

This kind of belongs in the technical issues section I think. Nevertheless, what does the error say? Post a screenshot.
