Multiple fixes attempted but UTAU is still silent

(My apologies if there was a good fix in the pinned resources, the links to the QnA and such were broken on my end)

I am running version 0.4.18 on Windows 10 and have attempted uninstalling, reinstalling, and changing my computer's location to Japan (then repeating the first two things afterwards), but it's still completely sil

Where could I find a good fix?

Changing the locale is what I did, sorry for the confusion-

I followed every step exactly except changing the UI to English as, for whatever reason, the UI was already English when installed, and it is still silent

Oh thank you! That works- However, how do I do it with English lyrics, as I got some stuff that should work with English lyrics, but it doesn't
