UTAU won't create .frq file

I know that someone already made this question, but my case is kind of different (I think).
Everytime when I try to initialize a .frq file on a voicebank I made, all I get is this message and nothing really happens, what could that be? (btw sorry for my bad english, I'm not a native speaker)

Move the entire UTAU folder outside of Program Files. This will allow it to create new frequency files in the voicebank folder.
