For making text-to-speech voiced Voicebanks for UTAU

Does anybody know about a free text-to-speech source for making tts-voiced Voicebanks?

Since I have no voice providers, I make tts-voiced voicebanks instead.
And, I would like for the voicebank to sound more unique than my other tts voicebanks.
So, can someone help me..?
(Sorry for the weird grammar I had in this)

Many voice vox voices already have UTAU attached, and also be sure you read the TOS thouroughly to make sure turning them into a singing voice is allowed (and also, specifically, whether you can use those as voices for characters other than their actual characters). You often can't.

Ok yeah the TOS doesnt say anything about not using the voices at all. So basically, I can use the voices, but I cant distribute the voices randomly out of nowhere or distribute the program itself. So im ok.

Each vocal has a unique TOS, just in case. It's like UTAU.
