Have you tried placing their voicebanks into the 'Singer' folder in the OpenUTAU folder? Similar as UTAU, there is a specific folder to place them there and with that you can automatically use any voicebank in there (well, small tamper and a few adjustments then it should work).

WH1SH-P3R is actually a pun reference to whisper that originates in the first CV bank. This becomes irrelevant as the other voicebanks itself starts to mould into different tones being played until latest by B1N4RY bank aligns to the memory origins of the CV bank.

Did you make sure to do a new frequency file for those two? Sometimes it can happen where you just think it's fine but you forgotten the extra steps when having to fix it. When re-recording, always redo the frequency files for those recordings and check the oto.ini.
