Is there a plugin from hiragana/Romaji to the roman alphabet? Because even after all steps reinstall/Japanese Locale. All the voicebanks are only able to read Roman letters.

Also, are you absolutely sure you've changed your locale? Often people confuse locale for non-unicode programs for other settings, such as their region, system language, or keyboard language. You can Google "change locale" + your operating system for specific instructions on how to change it.
Also, did you completely delete UTAU and re-download it after changing your locale? Only reinstalling is not enough. Your download has already been corrupted. You have to completely re-download it anew once your locale has been changed.
