Some people don't record on tempo and that just means you have to manually oto it. Sorry. ^^; The base oto is traditionally only there to provide pre-set aliases which saves like... over 50% of the labor. That said, if you don't want to put in that kind of work, you can ask them to do it themselves or find someone else-- you shouldn't have to exert that effort if it's not what you expected, but at the same time it's not like the recordings are wrong.
If they rerecord in the future, ask them to use the suggested guide BGM or have a digital metronome playing, but it's probably still usable so I don't think you should ask them to rerecord for this as a first resort. What list was it? If it was VCCV it might be a little more problematic if it wasn't recorded with the suggested tempo/guidebgm but it generally shouldn't impact general quality too much. I'll admit "english VCV" sounds a bit fishy in the first place, I'm not sure what list this is or if it has standards.
Or, if it was recorded with a guide BGM but the count in is consistently wrong compared to the base oto you can add in or subtract some silence at the start as a batch process in your DAW of choice, too which at least may make it easier.
If you're using set param, knowing the shortcuts and settings you can use will also cut down on work considerably.
