I wouldn't say that there's any one best voicebank, just voicebanks that are suited for different kinds of music. What language and music genre do you need?

"Best" is subjective, but I'd say the most popular ones are Yokune Ruko and Mawarine Shuu. The both are known for having very powerful voices. Yuuma Sekiga is a good one as well. Here's a sample of his voice
