hii how do i download tetos sakebi voice?

All voicebank downloads including sakebi are available here.

You would then use Tools > Install Singer and pick the zip file you just downloaded. By default, all of Teto's voicebanks will automatically combine into a single voicebank. You can use Tools > Singers to edit Teto and create a voice color for sakebi to apply the appropriate suffix.
