Hey, just trying to create an oto.ini base for my voicebank

Though since my pea brain cannot navigate where to create oto.ini files in vLabeler, I would like to know how to create an oto.ini file in vLabeler

Yes, I am using the latest version of vLabeler (No I am not using the source code version lol)
