You do not need to change your region or timezone. You need to change the locale, or "Language for non unicode programs". Review the instructions here: https://www.java.com/en/download/help/locale.html
Make sure that the beta option for UTF-8 is not checked.

Once you've successfully changed locale, you need to delete UTAU and all related files, redownload the installer from the website again, and reinstall.

thnx but i have another question why isnt it singing notes? i already selcted the notes.

Ensure that the format of the lyrics matches the voicebank that you're using. Assuming that you're using a Japanese voicebank:
CV romaji: [ka][e][ru][no][ u][ta][ga]
CV hiragana: [か][え][る][の][う][た][が]
VCV: [- か][a え][e る][u の][o う][u た][a が] (Each note "borrows" the vowel from the previous note.)
CVVC: [か][a え][e r][る][u n][の][o う][u t][た][a g][が] (Each note has a small note at the end to connect from the vowel to the next consonant)

You can also use a CVVC bank as a CV bank.
