Info: 'sample.wav': No configuration + The preutterance of [-] is longer than the overlap

Hey, so I am a complete beginner to UTAU, yeah? This is probably a basic issue of some kind or something but I have no idea how to fix it. I have this issue since I got the software that says 'Info: The preutterance of '* ??' is longer than the overlap.' I don't know if it has to do with going into my PC and turning it to allow Japanese characters(which I've done) or if its a mess up via the download. Here's an image for reference:

I also have this issue with .ust files. So I'm embarrassed about it but I got this nice little UTAU Voicebank today and found a plethora of .usts. I looked up how to load them in, and it does the usual aka asking for the voicebank, but when it comes to the tools, the second specifically where resample is meant to be, is red. One of the .ust files had both invalid, but the one I am trying the most has 'tool.exe' or something like that. I usually redirect it to the resampler in the UTAU folder in my program files, but it always shows me a popup box that says, 'Info: 'sample.wav': No configuration' or a variation in place of "sample.wav"

I've checked numerous threads about issues like mine and none were *exactly* mine so I thought I'd post about it here. I don't know if its the voicebanks fault, maybe my utau copy, or something else maybe. Though I'd really like help with it as soon as possible. Thank you !!

it's normal to get those messages, click do not show.

for the red resampler just click initialize tools.

did you change Japanese locale after downloading?

If so, you need to reinstall all voicebanks and utau

Oh okay !! I hit initialize tools and it still says the same error message with sample.wav and usually after the error message it opens the program with the set voicebank and nothing is there. It still says I can save the project, but there's no notes or anything. I did change the locale and it can read and sing the characters just fine, it just wont work with .usts for some reason.

for that you go to

Tools -> Option -> General -> Others -> Do Not Display Voice Check Reports

press ok, and "sample.wav no configuration" will not show

did you see how much Mb/Kb the ust was?

if it's 0Kb it's probably corrupt or there is no note in that ust

The sample.wav is gone, but there are still no notes or any parts of the .ust showing when the program opens after the config screen where you pick the voicebank and initalize tools. Like I said, without ust files it works fine but for some reason ust notes and things wont load in whatsoever.

oh i just saw the KB part !! It has more than 0 KB for the harmony and the regular vocals and it still doesn't open.

The fact that the aliases in the voice report look like questionmarks makes me think its either a system locale problem (make sure the UTF-8 beta thing is unchecked) or that the oto.ini isnt ANSI.

I think I got the hang of it, I set my complete locale to Japanese and it worked better, that and I think I had the wrong UTAU for the wrong .ust as in I was using CV Voicebank for a CVVC .ust. I think the last random thing with the 'sample.wav' was useless, considering UTAU is fine when I correct the error with 'Initialize Tools'. Thank you both for the help though !! It did genuinely help me out a lot into figuring out how to use UTAU correctly.
