Is it legal to make manual UTAUs using Weights?

If you mean Weights as in the RVC platform, it’s just a voice changer and subject to the same rules as any voicebank. Just don’t replicate the voice of someone else without their permission.

Edit: It’s way quicker to do self-hosted RVC. Look up a tutorial on Mangio RVC gui and install it locally. I can send you a Python script I wrote to remove the suffixes on the exported files.

You don’t want to or you aren’t going to? Is it a model trained with permission?

Sorry, my reply sounded rather rude and I should have phrased it better- is it a jinriki UTAU based off a character?

Have you gained permission from the character’s legal owner or voice provider (ideally the voice provider)? If not, I would highly recommend not making the UTAU as you’re replicating one’s voice against their permission and without their knowledge to create a piece of software that can allow users with perhaps more malicious meaning to further replicate their voice.

If you mean Fan as in like a ceiling fan or something then go ahead, it’s an inanimate object.

This user seems to have an interest in this with anthropomorphic objects as characters, so it's probably one of those.

I already did
Did as in received permission to make it? Or did as in already made it illegally anyways?
