Is there an utau plugin which can convert written english words to phonetic?

If you're using Delta English, you can use TT English Input Helper: https://hunyoi.com/pub/tteih/
Alternatively, Delta English is compatible with presamp (after much adjustment), so you can use that to type phonemes for a whole syllable into a note instead of splitting up the note manually.
