Making Other Utau Characters...

I've wanted to do other characters alongside Mato, since Mato was just meant to be my singing voice as it sounds when I sit down and record any old nonsense (relatively relaxed and not using any kind of character voice. Just doing whatever!) I've wanted to do other characters, but I feel like past attempts all sounded too similar to Mato? Which makes sense, it's all still my voice, but should that matter? What does anyone here think?

The only real solution I've found is learning to voice act, haha... biggest contributor for UTAU is generally just accent and tone ime. Trying different singing styles can help, too, esp if its VCV.
In the end, if it makes you happy, just using the same voice but maybe different pitches or something it's fine. Even just using flags on Mato is fine. I will say that people might criticise it, but that's not really that important vs if you're happy with it.

I find it's easier to do character voice acting in languages like Japanese, since there's fewer phonemes. You can really exaggerate the pronunciation and get voicebanks to sound totally different from each other, and still have it be relatively understandable. It's harder to do languages like English where you need a lot more vowels.
It does feel kind of unfair that a "main voice" UTAU can have tons of languages and pitches and expressions, while other characters using voice acting are less flexible. But that's the sort of tradeoff you have to make, and it might even be an advantage. Smaller, more limited voicebanks will be faster to finish and release, and you get to enjoy using the finished product sooner.
