You might want to temporarily switch locales so that you can install the banks. After that, you should be okay if you switch back and use AppLocale (even though UTAU will still be glitchy, but do what you must).

That said, you can just add a Japanese and Spainish keyboard to retain function. I'm always in Japanese locale, but I still have an American English keyboard until I switch to Microsoft IME for Japanese.
