Need some help installing Hakaine Maiko

So i got Utau v0.4.18e and then i tryed installing Hakaine Maiko, but it seems that its not reading the files properly. Heres the files

When i try to open the supposed to be .uar file, it just opens Utau and does nothing.

Have you tried changing your system locale and redownloading the bank? That would be my first guess at the problem since the file names are full of mojibake.

Ok so i change it to Japanese and it still does it, but i notice my IME is disabled on google chrome. Would that make a diffrence.
