New Voicebank Help?

So, I'm trying to make a new voicebank for my OC Screen to put them into some basic rhythm games like FNF. I don't want voice recordings, so I've used some keyboard synth samples instead. How do I make a new voicebank without using voice recordings? I just downloaded UTAU and I'm not sure what do do lol

You don't necessarily need UTAU if you're not doing anything voice-specific. For instrument samples you can use a sampler. DAWs often come with their own sampler, but if not, you can look for a VST plugin.

True enough, although I'm commissioning someone to cover a song and they only use UTAU. Where would I find a VST plugin, and can you further elaborate please?
