after some thought, Beta is not longer X-Sampa based. This was done in favor of using Sampa.
For the most part this will not affect Beta's usage but will give us (the team) greater flexibility in choosing phoneme transcriptions during development and bring him much closer the "vocaloid comfort zone" for those who are familiar with their phonetic system.
Some phonemes will not line up exactly the same but this is due to limitations in how you input sounds into Utau. So being slightly inaccurate is allowed in favor of keeping input practical.
