TIPS RESAMP NOT WORKING ON OPENUTAU

to start this post off, im sorta dumb when it come to these things so theres probably something im missing.

so i have the milk UTAU vb installed, and under the voicebank download area, the page said the recomended resampler is TIPS, so im trying to use that instead of moresampler to make her voice colors less nasaly sounding (cause her VB colors and moresamp just dont work together good imo), and whenever i try to use it, it takes a long time loading and it doesnt even play sound all the time even when i have headphones on. (my audio isnt muted btw). now, i have it as both resamp and wavtool, so maybe thats the issue? yet i've looked online, even in this form, aaand im at my wits end in all honesty. im not good at explaining things btw so if you want more details LMK

TIPS is strictly a resampler and you can use it with any wavtool you'd like. Moresampler and Worldline-R are the only resamplers in my knowledge that also must be set as Wavtool.
