USTs don't show up after being loaded in?

Hello, so I wanted to open a UST I downloaded earlier today (was from a Teto cover of Ghost Rule) made sure I had the right voicebank open with it, I even tried all the other voicebanks along with it (the video was after I had reinstalled it again) but upon loading it, the vocals don't show up, I tried reinstalling with a fresh one & changing the location of the installation, & changed the location of the UST file, didn't work at all, I don't know what else to do, I'm quite a newbie to UTAU so maybe I am missing something, which is why I am now asking these forums.

Here's the video (google drive vid)

Attaching the video to the post as well:

The beginning of the UST simply has a long rest note, so you will need to scroll horizontally to see where the song begins.

However, your video does reveal a much more pressing issue, which is that your locale has been set incorrectly and all of the voicebank files have been corrupted.
Follow these instructions to change your locale to Japanese: https://www.java.com/en/download/help/locale.html
On Windows 10, there's a beta option for Unicode, which you should leave UNSELECTED.
Once locale has been properly set, you will need to uninstall UTAU, delete voicebanks, and delete any installers you have already downloaded. Redownload a fresh copy from their respective websites to get a clean install.
