UTAUs not working properly after OTOing

I've been encountering this problem with almost every new UTAU I try to make, and it's been getting on my nerves lately. Each time I record an UTAU, I record it on a Mac on Audacity and send over the voicebank to a windows computer to OTO it. Now, this worked the past two years every time I would record a new ACT or append. But it suddenly started to occur when I recorded a new append bank. I thought it was just the way I recorded it and the frequency of the sounds were weird or something, but apparently not because I helped my two friends each record an UTAU on the same computer and both voicebanks had the same problem.
The problem? When I use a voicebank on UTAU-Synth, the otos come out all choppy and messed up while playing, and the same goes for regular UTAU. On UTAU though, when you are on the oto-ing screen, the sound plays normally. In UTAU synth, the sound plays REALLY deep like it has +g99 on it. Has anyone else ever had this problem, and know why it happens and it's solution?
If anyone needs further explanation on what is going on, I'll try to explain it more or render what it sounds like or give screenshots.

Have you changed the wav frequency (Project Rate in the bottom left corner of Audacity or Default Sample Rate in Preferences) at all? It should be at 44100Hz for UTAU to process the samples correctly (as in, not deep-sounding).

The choppy oto thing I can't help you with, seeing as I don't use UTAU-Synth at all. Though a screenshot of some samples in the oto.ini editor may help.

Yeah the project rate somehow got messed up, that was probably the problem. Thanks ;u;
