VCV and CV Resampler Problem

Well, I have a Problem with USTs that others kinda.. not have.
There are 2 different kind of UST's I have Problems with.

VCV USTs, wich I made to CV with the plugin. The most of them doesn't work with TIPS., fresamp., or the normal resampler. But they do with resampler.dII ..well if you can call that working. The Voicebanks are making sounds now but they don't sing properly, its just.. hm.. I could describe it as "oh my gawd I have to sing this now so fast that no one can understand anything or something like that". It's hard to describe. When someone of you want, I can record it like that to show you what I mean. UST's with that Problem are for example " An Earnest Unrequited Love, Wanting to Make it Bear a Little Happiness" and "The Foxs Wedding".

Some CV ROMAJI USTs. I don't know whats wrong with them, like really. I DON'T KNOW. But it's the same Problem like with the VCV USTs. The UST I have the Problem with that but that can be used by everyone else is Q.

Has someone any idea what I can do? ;__;

I suspect it's the dot/comma issue.

If you live in the green zone of the map (Europe except for UK and Ireland is included), your localized Windows uses arabic numerals with decimal comma.
Now, the problem is that UTAU is programmed to use the commands (in those black MS_DOS windows) with a decimal point and a conflict arises.

Well, the change is easy and there is even no need to restart Windows.
Just use the method 2 explained in here:

Finally, take in account all the numbers will change and use the point instead of the comma. That may be a problem for programs like Excel and calculators. Just undo the change with the same method (change it to a comma -,- this time ) when needed.
