I downloaded Sakurabana Alice and it came in weird English like this é¿é▄é» all the files are written like that. Is there any way to change them?

Not necessarily. This problem happens when you don't set your locale to Japan. Utau isn't able to show japanese characters unless you change your locale, so when you install it but don't change your locale to Japan this problem happens.
