she looks cute! i love the galaxy accents and all, especially since it's littered almost everywhere in her design! it's deceptively simple but actually very detailed!
Design itself is not bad and I personally like that purple galaxy accent on her details but, the be very honest, I think that she reminds me too much Hatsune Miku.
Her boots, eye color and hair length and its color are too close to Miku's iconic design in my opinion. (And her whole costume follows "futuristic school uniform" format)
Specially in UTAU, following Crypton-loids' (Len/Rin, Luka and specially Miku) design is just overused theme and people in UTAU community don't see it as cool and/or original nowadays. (Keep in mind that there's thousands and thousands of UTAU characters out there! And there's all ready at least hundreds of UTAU design that are Crypton-inspired)
I you want to make her more stand out from UTAU crow, I recommend to edit/change some parts of her design:
• design or length of her boots
• eye color
• her hair color and/or change her hair cut (shorter, shoulder length hair for example?)
Just a suggestion but warm colors (red/orange/yellow) or green/purple/brown would fit nicely has hair and/or eye color. (Specially yellow/orange eyes would make great contrast to purple hair for example)
And for coloring advice, I think that her bow will be better visible if it was purely red. Dark blue "knot" part didn't stand out well because her shirt is very dark colored (I didn't see bow's knot at beginning).
Ps. please, don't take my opinion and/or advises too personally or harshly. I'm just trying to give just some friendly advice.

and even though i might have to change things and redesign her is ok just i like blue but its ok to change her color hair thanks though!
I think she's super cute! If you're worried about having Miku colored hair, just change the hue to be slightly less blue/green and make it more blue!

Don't be afraid to go to a lighter blue ;D Just as long as it's not....slightly greenish like Miku's xD

On a side note, I live the way you made the bangs!! ^^'
I also advice that mostly important than not being so much.inspited by KEI's design is to not be so inspired by KEI's art style. Your design may be very different than the Crypton-loids, but having an artwork in the KEI style will most likely lead people's minds to compare/think of Hatsune Miku without even considering the different clothing and other things...

well i have different ideas of her design so i might do some sketches and i dont mean to look like keis style xD i just i happened to draw like that sadly since im not good at drawing cartoon well cause it will go to a realistic style since im use to drawing like that but i will try to do a different style but thanksI agree with what Pupuomena said. I'm seconding everything @Pupuomena said. It's really cute (don't get me wrong), but too Miku-ish in my opinion. I like blue too, but the blue is too, turquoise-y (even the eye style and pose is reminding me of the leek baby). I personally like the outfit and am glad you didn't put those arm warmers.^-^ (I like how unique the bangs look tbh :D ) Maybe if, uhm, the color of her hair is another deeper shade of blue that you like of course, Then it'd be great
This design is very cute! But like everyone's already stated, I definitely think the shade of the hair should be changed up a bit.
The outfit has a cute simplistic appeal to it. However, I feel like some of the colors clash a little bit and the galaxy patterns could be placed in better places. The eye naturally wants to follow the most detailed and saturated part of a design, and the galaxy pattern can get a bit distracting with where they're currently placed.
The brightness of the blue and the red clash a little bit with each other. I would definitely make the blue a little grayer, or maybe make the red tie a galaxy pattern instead and have that be a major focus of the design, and then change the stripes on the rest of the design to a solid color.
The skirt is very cute! But I think that maybe instead of doing a white stripe at the bottom, it might look better as a white gradient going into the gray.
With how dark the lower half of the body is, I think that the jacket would stand out a little bit more and create a nice color variation if you made it into a de-saturated, dark navy blue instead of just flat out black.
I also feel like the nail polish would look better if it didn't match the hair and matched the outfit more. Like a dark grey or a black.
But overall, the clothing is really nice and you did a good job!
