For me the essential pair are the pitch editor (拡張ピッチエディタ) and the envelope editor (拡張エンベロープエディタ).
There's a bug that makes some plugins show mojibake (even with correct locale) but it has an easy fix for Windows:
-Right click the .exe of the installed problematic plugin ("pittrace.exe" or "envedit.exe" for the two mentioned earlier) and go to its propierties.
-Go to the compability tab and check to run the program with compability with "Windows 98/ME".
-Save the change with accept.
