another UTAU JP locale question

once i hecked up my pc bad after changing locale (font of system change on one of downloaded ones i had and some programs corrupted really bad) and had to reinstall windows because of how bad i was scared after that. i could just forget about locale and work with english/romaji VBs, but sometimes they don't sound at all and friends saying it could be cuz of locales
so, my question is:
if i make another user profile on my pc and change locale on it to JP one - does it change locale on main one or not?
or maybe there's some alternative that would work without changing locale?
