Help, Utau making ??? when putting in hiragana

I'm new on Utau, and when I try to install some plugins, it wont work. I use windows 10, so I don't know if there are issues with it previously. I made my keyboard Japanese, so it's able to type hiragana, but every time I type it and apply it to the notes, they just all turn into [???????]. please, am I doing something wrong?

Did you change your locale to Japanese? It's not enough to just change the keyboard to input Japanese. You also need to change the locale first before installing anything or else you'll get gibberish.

1. Press Windows Key
2. Go to control panel
3. Click Clock & Region
4. Click Region
5. Go to the Administrative tab and under Language for non-unicode programs, change the Locale to Japanese (Japan)
6. Restart when prompted, uninstall everything UTAU related, then download new copies of everything and reinstall. After reinstallation everything should work.
