I tried downloading it, changing my locale to Japan and it still shows up letters and symbols only

That means you didn't do it properly. Is there an "additional date, time, and regional settings" menu in your region settings anywhere? Click that, then Region, then administrative, then change system locale

there's no locale, but I tried to change the country to Japan multiple times but still didn't work

Try looking a bit harder. The country setting won't do anything, as the problem has to do with how non unicode programs are read.
