I have a reclist that requires presamp in order to actually work with the VCV/CVVC Phonemizer in OpenUtau, how do I actually like... use presamp?

You shouldn't need to use Presamp in OpenUTAU, as there is a Japanese Presamp phonemiser that should work the same way. It's under the 'Japanese' category in the 'More...' section of the phonemiser selection drop-down.
