I wanna make my own UTAU but I don't really wanna use my own voice because I think I sound pretty bad.
I know there are computer generated voicebanks such as Adachi Rei. But what is used to generate them? Is it a specific program?
Voicebanks like Defoko and Adachi Rei are generated with programs like Aquestalk. If you want to go that route, you'll need to check the license of the program you're using to know if it's allowed.
You can also ask other people in the community if they'd be interested in voicing your UTAU bank. You can post something in the UTASwap section, ask a friend/family member, or put out an open call on social media.
Although, if you ask me, if it's your singing that you're worried about, I'd say don't stress about it too much. You don't need to be good at singing to make a good voicebank. If you can hold a note for a few seconds, that's all you really need.

Adachi Rei wasn’t generated with Aquestalk, she was created by editing waveforms manually in Audacity. You can’t actually make voicebanks with Aquestalk, since it’s against their TOS, but I suppose Ameya got permission to do it or something.

UTAU voicebanks are entirely subjective, outside the matters of otoing, of course. There’s absolutely someone out there who’ll like your voice.
But if you really aren’t comfortable with recording, you can always ask a friend or a family member to record for you. Synthetic voicebanks are pretty tough to create without AI (which not all computers can handle), however, you can always do a quick Youtube search.

Aquestalk was bundled with UTAU and used to generate Defoko's voice upon installation/first startup. After the samples are generated, Aquest's software is automatically deleted. Aquest allows people to use the software AquesTalk Player without paying for a license as long as it's for personal, non-commercial purposes.
(If I'm mistaken, someone please correct me!)

True. I think it's a little strange to distribute voicebanks made from software like Google Translate and AquesTalk Player because of how easy it is for anyone to use the software and make their own. Or maybe I think that way because I'm a DIY kind of person, lol.
