katakana won't type at all

things i have tried:
yes i've done the deed of reigon-japan
1.change keyboard
2.open IME
3. alt ~ not working (Japanese IME not ready yet)
4.input mode not changing even if i clicked on hiragana and whoatsoever (A)
5.yes i clicked on a typable space
