also some of ruko's sounds just do not play

If you're using openutau, tips is very buggy on there from my experience. If you have original utau, try that instead.
Also, it really isn't all that high quality when compared to others.

well i found out tips is not a wavtool (at least it doesn't want to WORK as a wavtool)

To my knowledge, only moresampler works as both a resampler and a wavtool. I'd recommend trying to get a different wavtool if you don't have others. Wavtool4vcv is what I use.

Wavtool4vcv sounds like it'll have less looping issues so I'll try it

Wavtools don't do anything for looping. If you're using moresampler, you can disable looping by using the e flag. There is no way to disable looping on tips, but the looping doesn't get in the way as much with it.
